Europe experienced widespread relief on Monday, as the tension triggered by the announcement of a new 28-point plan for ending the war appeared – temporarily – to have been defused. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: another massive barrage of missile and drone strikes on Kyiv.
The Pattern of Peace Talks and Military Action
The succession of contrasting events captured the harsh reality of the current period. By day, negotiation efforts are conducted: positive announcements are released from various governments. Immense energy is devoted on managing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the key method for achieving "peace".
Nocturnal Warfare
As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is able to track rocket firings from across the border, a ability provided through current data. From vantage locations, defense planes that had been scrambled to intercept incoming cruise missiles streaked across the sky – modern combat jets provided to Ukraine by European allies.
Shortly after, Kyiv's missile defense thundered: multiple launches deployed against a Russian ballistic missile. This was a advanced protection mechanism at work, most likely delivered by Western nations. Every launch creates sudden vibrations, shaking the windows. The moment of terror quickly transforms into sober acceptance: maybe the incoming missile won't strike its target this time, sparing the city from devastation and further power outages.
Continuous Dangers
Soon after, a heavy machine gun opened up on a unmanned aircraft close by, part of a rapid response unit – most likely imported technology. Unfortunately, the projectiles didn't strike the hostile drone – it maintained course toward its objective.
Periodically, this carried on until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, destruction and infrastructure problems in multiple buildings as a result of the night's assault. As customarily, everyone still maintained normal activities – enduring hostilities. But those 24 hours illustrated Ukraine's critical military reliance on external assistance – a need that regional partners are clearly incapable to fill in the short term.
Ineffective Peace Efforts
The 28-point plan from US administration provoked deep reactions, debate and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.
Every new proposal from American administration adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually achieve victory. This cycle will, no doubt, continue.
Strategic Calculations
It is convenient to criticize specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. American leadership functions according to a principle understood by experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The American government presumes that it is unfeasible to compel Moscow to abandon the land that it currently occupies in Ukraine's occupied territories.
The issue is that while accepting these circumstances, Washington does little to discourage Russia, through words or deeds, from believing that the status quo will not shift further in its advantage in the months ahead.
Divergent Views
Therefore, Russian leadership is confident that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their incentive to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's leadership remains supremely confident in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing people and territory but averting a entire defensive failure until conditions improve in its advantage.
Current Realities
Factually, there are no real preconditions for a armistice. Now, personal considerations are entering the equation: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unacceptable, so that their priority does not switch to internal issues. And although their task will now be much harder after latest incidents, it remains very improbable that this will alter their fundamental strategy.
These conflicting dynamics are influencing discussions.
Assessment and Future
It took a mere seven days to terminate the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, latest revelations, all did their job.
While new proposals based on old ideas are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and show certain reluctance to modify developments, if they remain united and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, mainly require continued Western support.
